Welcome to the Oakland County Tech Collaboration Portal (the “Website”), located at octcportal.com. By visiting, accessing, or using the Website, you agree to be bound by these Terms of Use (also referred to as these “Terms” or this “Agreement”). If you do not agree with these Terms, you must leave the Website and not use it.
“Content” refers to data, information, materials, text, images, videos, and comments on the Website. Content includes Your, User, and County Content.
“County” or “Oakland County” means Oakland County, Michigan, and includes the Oakland County Economic Development Department and the Business Retention & Growth Unit.
“You” or “Your” mean you, the individual or entity that is visiting, accessing, or using the Website.
“User” means any individual or entity that is visiting, accessing, or using the Website. You are a User.
The purpose of the Website is to foster collaboration, knowledge-sharing, and innovation within the tech community. The County believes that by connecting tech professionals in a space dedicated to open dialogue and shared expertise, the Users can enhance best practices, streamline processes, and elevate the community as a whole. The Website is built on principles of equality and inclusion, ensuring that every User’s voice—regardless of experience level or location—is valued and heard. Through active participation, the Website creates an environment where tech professionals can learn, grow, and support one another in the pursuit of excellence. Together, the Users shape a stronger, more informed community—because when Users share knowledge, all Users succeed.
Subject to these Terms, you may submit and upload Your Content to the Website as permitted, instructed, and designated by the County.
You are solely responsible for Your Content that you post, publish, or provide to the Website and You must ensure Your Content does not violate any laws or rights of others.

If the County has provided You with login credentials to access and visit the Website, You agree to safeguard, protect, and maintain the confidentiality of all login credentials, including but not limited to Your username and password (“Credentials”). You shall not share, disclose, or otherwise make Your Credentials available to anyone. You are solely responsible for any actions taken with Your Credentials, whether authorized or unauthorized. If You become aware of any unauthorized access or potential compromise of Your Credentials, You shall immediately notify the County in writing, including the County’s Business Retention & Growth Administrator, IT Service Center, and Chief Information Security Officer. The County reserves the right to take appropriate security measures, including suspending or terminating Your access, to protect the Website, its systems, and data.
The Website is a nonpublic forum, not open to the public for use, and only invited and authorized individuals are granted access to use the Website. The County may and reserves the right to moderate and remove Content at County’s sole discretion, including but not limited to Content that is discriminatory, obscene, or sexual in nature, threatens or defames an individual or entity, supports or opposes political candidates or proposals, violates intellectual property rights, promotes illegal activity, promotes commercial products or services that are not related to the Website or topic(s) on the Website, or is otherwise not related to the Website or topic(s) on the Website.
Content, including Your Content and information regarding your usage of the Website, is not considered confidential. The County may be legally required to disclose Content, including Your Content and information regarding your usage of the Website, to third parties. Please do not upload or submit Content to the Website that you do not want to be viewed by third parties. You agree that the County may disclose Your Content and information regarding your usage of the Website to third parties and you waive and release all rights, claims, and objections to the County disclosing Your Content and information regarding your usage of the Website to third parties.

YOU FOREVER RELEASE, WAIVE, DISCHARGE, AND COVENANT NOT TO SUE THE COUNTY AND ITS EMPLOYEES AND AGENTS FROM AND AGAINST ALL CLAIMS, ACTIONS, LAWSUITS, DAMAGES, AND LIABILITY, CONCERNING OR RELATED TO THE WEBSITE OR CONTENT THEREOF.

The County may, in its sole discretion, remove or modify links on the Website that violate these Terms or the purpose of the Website.
If a court of competent jurisdiction finds a term or condition of these Terms to be unenforceable or invalid, then the term or condition shall be deemed severed from these Terms. All other terms or conditions shall remain in full force and effect.
The laws of the State of Michigan, without regard to Michigan’s conflicts of laws provisions, shall govern the validity, interpretation, enforcement, and performance of these Terms and Your use of the Website. Except as otherwise required by law or court rule, the 6th Judicial Circuit Court of the State of Michigan, the 50th District Court of the State of Michigan, or the United States District Court for the Eastern District of Michigan, Southern Division, as dictated by the applicable jurisdiction of the court, shall have exclusive jurisdiction over all legal proceedings arising from or related to the validity, interpretation, enforcement, and performance of these Terms and Your use of the Website. These Terms constitute a valid and binding agreement between You and the County.
